Following his retirement from service in the Bombay Residency command, Colonel Tubbs became a member of the Cinque Ports Volunteers and, although not a public figure, was instrumental in building up the Volunteers, taking the rank of Lieutenant-Colonel, holding that position until age forced his retirement[1].

He built Caple Ne Ferne to be his main residence in August of 1879[2], leaving the property to his wife Fanny, who he married in Paris, upon his death in 1891.
